PolySight - The Cabinet's Research & Regulatory Intelligence Arm
Regulatory intelligence, policy research, expert opinions, position papers, legislative drafting and professional training
Who we are, and why it matters
The regulatory arena moves quickly. Bills, regulatory amendments and government decisions take shape continuously, and the window for influencing them is short. Organizations responding to moves already under way need to spot them early and gauge their chances of advancing; organizations advancing an initiative of their own need a foundation that will stand up to scrutiny from civil-service professionals and elected officials.
PolySight answers both needs. We work with organizations active in the public and regulatory arena — The Cabinet’s lobbying clients, alongside bodies that require one-off projects or ongoing intelligence services. Our work rests on rigorous methodology and close familiarity with the centers of decision-making in the Knesset (Israel’s parliament) and the government, and produces clear, well-grounded outputs that let organizations act on a deep understanding of the regulatory environment — at the right moment.

Our services
Ongoing regulatory intelligence
Continuous monitoring of the Knesset, the government and Israeli regulators, delivered as targeted written updates in English or Hebrew. Coverage is calibrated by analysts who follow the matter closely, so clients receive what is material to them rather than an automated feed to filter on their end. International clients — investors, funds and advisors with exposure to the Israeli market — use the service to follow a specific transaction, sector or regulatory process from start to finish. They receive an assessment of the likely timeline, the factors that could advance or block the process, and where the relevant regulators and government bodies stand.
Regulatory research
A full picture of a regulatory issue: mapping the current landscape, identifying gaps and risks, and examining policy alternatives — including international comparison where relevant. The output: a document of findings and actionable recommendations.
Expert opinions
A professional document written by a leading expert, setting out a reasoned and authoritative position on a regulatory issue. Used to anchor arguments before regulators and elected officials.
Legislative drafting
Preparation of a bill from initial concept through full drafting and explanatory notes, in line with the requirements of the Knesset’s Legal Department and grounded in the relevant regulatory framework.
Position papers
Short, focused documents for decision-makers, presenting concise analysis and clear recommendations for quick reading.
Regulation and policy-advancement training
Professional training for regulatory, legal and compliance teams, providing in-depth familiarity with decision-making processes in the Knesset and the government.
